The Outsourcing Lead Tier 2 will provide outsourcing-related expertise in selecting, contracting, and financially managing Takeda s outsourced R&D service providers on a global basis in compliance with standardized policies and processes at a sub therapeutic area, sub-functional and sub-geographic level for lower complexity programs or services. This position plays a key role in collaborating with all R&D functions in the management of supplier services agreements. This role will establish and maintain strong relationships with both Global internal and external partners.

The role will support Category Leaders in providing data analysis related to category management projects. May gather local requirements for lower complexity category projects.

The Outsourcing Lead is required to identify and resolve project risks with proposed resolution plan (ad hoc and planned), with escalation to senior stakeholders where appropriate.


  • Team with all Global R&D functions to ensure studies and programs are delivered on time, within budget, and with a high quality outcome.

  • Provide outsourcing support for programs or functions under their responsibility. This includes:

    • Translate requirements of business requestor to outsourced activities, providing appropriate challenges to demand or specifications where relevant

    • Monitor progress of request and provide regular updates to business partners

  • Establish and maintain strong working relationships with service suppliers and consultants.

  • Ensure that contract management activities are in compliance with corporate policies and procedures.

  • Educate and guide internal and external global stakeholders on the role of Procurement/Outsourcing Management and required procedures.

  • Manage the preparation, analysis, negotiation, and execution of supplier services and consulting Statements of Work, change orders and agreements to meet necessary quality, budget and timelines in support of R&D objectives.

  • Manage the Request for Proposal, project work order, task order, and change order process to ensure accuracy, completeness, and suitability of pricing.

  • Promote fiscal responsibility and contract compliance and engages line management early when signals indicate that service provide performance issues may warrant leadership consideration and/or intervention.

  • Collaborate with Legal in developing contractual business terms to ensure protection of the Company.

  • Liaise with Law Department and external contracting parties to resolve contract-related legal issues.

  • Provide data analyses to support outsourcing and category management projects.

  • There may be a requirement to perform ad-hoc operational buying activities (e.g. spot buys) that are not covered by the Operational Buying team.
  • Support implementation of new processes and technologies under guidance from Procurement Leads and in alignment with global Process and System team.

  • Perform continuous professional development activities relevant to their area and ensure training in processes and systems relevant to their position


Education and Experience

  • Associate s degree or international equivalent and six (6) years experience in outsourcing/purchasing or related function in pharmaceutical and/or CRO industry with a minimum of five (5) years direct experience in managing and negotiating outsourced services and contracts.

  • Bachelor s degree and four (4) years experience in outsourcing or related function in pharmaceutical or CRO industry with a minimum of three (3) years direct experience in managing and negotiating outsourced services and contracts.


  • Ability to foster teamwork by actively participating in and supporting an environment that cultivates professional growth and organizational effectiveness. Ability to adapt, prioritize and work as a team member and as a subject matter expert in a cross-functional team environment.

  • Strong problem-solving, organizational, analytical, and negotiation abilities. Strong attention to detail.

  • Demonstrated ability to analyze budgets and proposals to identify value opportunities and negotiate best outcomes.

  • Strong analytical experience including ability to understand and analyze complex data, identify issues, and implement corrective actions.

  • Proven ability to communicate (both written and verbally) ideas and data and collaborate effectively.

  • Demonstrated understanding of the pharmaceutical industry and the drug development process; including FDA and ICH regulations and industry standards. Strong working knowledge of outsourcing policies, standards, and procedures.

  • Experience with enterprise systems (SAP, Oracle) and Procurement / procure-to-pay tools such as (e.g. Ariba, Emptoris, SAP) is preferred

  • Demonstrated aptitude in the use of Microsoft Office Suite and Contract Management software.
